Hangzhou, capital of East China’s Zhejiang province, has been rated for the 11th time as one of the most attractive Chinese cities for foreigners, ranking third behind Beijing and Shanghai.

The annual ranking was inaugurated by the Ministry of Science and Technology in 2010. This year’s ranking included 45 candidate cities showing their competitiveness in social environment, inclusiveness for foreigners, as well as how they can offer foreigners convenient work and living experiences.

This year’s panel of judges was arguably its most prestigious yet, with 14 Nobel Prize laureates, one Turing Award recipient, 16 academicians, and 47 Chinese Government Friendship Award winners.

As one of the most open Chinese cities, Hangzhou has always placed an emphasis on improving the living, working, and studying environment for foreigners.

Statistics show that the city has set up 2,144 policies to attract over 5,000 high-caliber foreign experts since 2012. By setting up the first entrepreneurship and innovation park for foreigners in China, Hangzhou has brought in over 1,000 startup projects, with their actual investment amounting to 7.46 billion yuan ($1.17 billion). A total of 799 foreign experts were hence introduced and the sales revenue generated has reached 85.96 billion yuan.

Hangzhou is one of the eight Chines cities to pilot the use of a national all-purpose card for foreigners. It has also established foreign talent clubs and global friendship alliances to enrich the lives of local expats.
